Summary:

(5749) Rashi (Beg of Parsha, Num. 30:2): "the heads of the tribes": "It is to teach us that annulment of vows  may be performed by a single expert etc" - How do we know according to the simple understanding of the verse the law of annulling a vow through an expert?;

Debate in the viewpoint of Rashi in Talmud (Gittin 83b) that the annulment of vows is through an "opening" ("Pesach"); The exactness of Rashi's wording in his commentary on Torah that "the "breaking" (Hafaras) of vows  may be performed by a single expert ( not the "release" (Hataras) of vows). And the explanation of the rest of Rashi's comments here;
